What actually causes an ice dam?

An ice dam starts with heat that shouldn't be there. Warm air from the living space finds its way into the attic — through gaps around light fixtures, the attic hatch, plumbing stacks, or wherever the ceiling isn't fully sealed — and warms the underside of the roof deck. That warmth melts the bottom layer of snow sitting on the roof, even while the outside air stays well below freezing.

The meltwater runs down the roof slope until it reaches the eave, which overhangs unheated space and stays much colder than the rest of the roof. There, the water refreezes. Over a cold snap, that ice can build into a dam thick enough to back water up under the shingles, which is when leaks and ceiling stains start showing up.

Why don't heat cables and roof rakes fix the underlying problem?
