Why Do My Pipes Keep Freezing in This Longmont-Area Home?

A pipe that freezes once tends to freeze again the next hard cold snap, in the same spot, for the same reason — and re-wrapping it in more foam pipe insulation after the fact usually doesn't change that. The reason is almost never the pipe. It's the space the pipe runs through.

Why do pipes actually freeze in a Longmont-area home?

What does code actually require here?

The International Residential Code addresses this directly, not as a suggestion. Longmont adopted the 2024 International Codes effective July 1, 2026, and Section P2603.5 — the freeze-protection requirement — carries forward into that edition unchanged from the 2021 text: any water, soil, or waste pipe run outside a building, in an exterior wall, attic, or crawl space in a locality with a winter design temperature at or below 32°F must be protected from freezing by insulation, heat, or both.

What does a plumber fix here, and what does an insulator fix?

A plumber thaws a pipe that's already frozen, and fixes or replaces it if it split. That's an emergency repair, and it's the right call the moment a pipe stops running or a wall shows water damage. This page isn't that — if that's the situation right now, this page won't help; call a plumber.

An insulator addresses the space the pipe runs through: air sealing the gaps that let outside air reach a crawl space or attic, and bringing that space's insulation up so it holds heat instead of losing it overnight. That's the part that actually stops the freeze from recurring, because it changes the environment the pipe sits in rather than the pipe itself.

Where does this usually show up in a Longmont-area home?

The same three places, repeatedly: a vented crawl space with an exposed supply line running along the rim joist, an attic run feeding a bathroom on an upper floor, or a kitchen or bathroom on an exterior wall with a thin insulation cavity behind it. According to the International Residential Code (Section P2603.5, "Freezing"); text quoted from the 2021 Colorado-adopted edition, confirmed identical in the 2024 edition Longmont now enforces, “In localities having a winter design temperature of 32°F (0°C) or lower as shown in Table R301.2 of this code, a water, soil or waste pipe shall not be installed outside of a building, in exterior walls, in attics or crawl spaces, or in any other place subjected to freezing temperature unless adequate provision is made to protect it from freezing by insulation or heat or both.”

According to the Building America Solution Center, “the best practice for builders and designers is to avoid running water pipes in exterior walls or through unheated attics; where unavoidable, as much cavity insulation as possible should be installed between the pipe and the outer surface, and the wall cavity containing the pipes should be air sealed by caulking or foaming all seams.”
